摘要: 南沙群岛周边海域作为世界上最繁忙的海域之一,存在着各种影响船舶航行安全的因素,导致海洋事故频发,因此,对于该海域空间可达性的研究尤为重要。本研究基于乘法加权 voronoi 图对南沙群岛 27个岛礁的势力范围进行了划分,利用船速校正模型得到受波浪场影响下船舶航行的实际速度,然后通过最短路径算法计算得到南沙海域周边五国共 20 个港口至该地区的加权平均可达时间,并使用多种评价指标对各国的可达性能力进行了评估分析。结果显示:①马来西亚至南沙海域的综合可达性最优,平均可达时间最短,其次是文莱、菲律宾和越南,平均可达时间均在 20 小时以内。而中国至该海域的可达性较差,排名最后。②新增永暑岛港口后,中国的可达性得到了显著提高,平均可达时间达到 15.54 小时,预定覆盖范围增加了约 92.0%。③对距离南沙海域较远的中国来说,应该加强在远海岛礁建设中转基地点的力度,这一举措能显著提高中国对中、远海区域的控制能力。
Abstract: As one of the busiest sea areas in the world, the Nansha area is intertwined with various factors that affect navigation safety. In addition, the complex situation of the occupation of Nansha islands and reefs has led to frequent accidents in this area.Based on the multiplicative weighted voronoi diagram, this study divides the influence area of 27 islands and reefs in the the Nansha Islands, uses the ship speed correction model to obtain the actual speed of ships under the influence of wave field, and then calculates the weighted average arrival time from 20 ports of five countries around the Nansha Sea area to this area through the shortest path algorithm, and uses a variety of evaluation indicators to evaluate and analyze the accessibility ability of countries.The results show that: ①The Port of Kota Kinabalu in Malaysia and the Port of Mora in Brunei have the best accessibility, with the shortest weighted average reach time,Next are the ports of Palawan in the Philippines, Belay in Brunei, Nha Trang in Vietnam, and Sandakan in Malaysia, all of which have a weighted average reachable time to the study area within 24 hours.The accessibility of various ports in China is poor, with Sanya Port having the best accessibility having a weighted average reach time of over 34 hours, far inferior to ports in other countries.②Before joining the port of Yongshu Island, the average minimum reach time from China to the Nansha Sea exceeded 33 hours, with a planned reach range of only 7.7%, while the 24-hour reach range of the other four countries exceeded 70%. After joining the port of Yongshu Island, China’s accessibility has significantly improved.③China is relatively far from the Nansha Sea area. In order to gain the initiative in competition with other countries, China should increase its efforts in land reclamation projects, build new bases in Nansha islands and reefs, increase its control ability over the Nansha Sea area, and improve its response speed to emergencies. This measure is the key to improving China’s accessibility to the medium and distant sea areas.
