寓治理于节点：党建引领社区治理的耦合机理与实践路径——基于湖北省宜昌市Z社区的实证研究

摘要: 社区是党建引领基层治理的重要实践场域，社区治理是国家治理体系现代化的基础环节。以湖北省宜昌市乙社区为个案，基于“节点治理”理论，构建“空间一关系一文化”三维分析框架，深入探究党建引领社区治理的耦合机理与实践路径。研究指出，与西方去中心化的节点治理不同，中国基层社区治理呈现出党建引领的鲜明特征。基层党组织通过将党群服务中心、片区党群连心站等物理空间打造为规模微型、功能复合、网络联结的治理节点，系统性实现了服务供给、社会整合与价值引领，形成了“寓治理于节点”的实践路径。寓治理于节点体现出以现实问题为导向、以政治优势为内核、以路径创新为方法的内在驱动逻辑，实现了空间、关系、文化要素之间的系统耦合，推动了社区治理共同体的长效运行。其实践路径的经验在于坚持空间筑基、着力关系赋能、深化文化凝心。

Abstract: Abstract: The community serves as a crucial practical field for the Party’s leadership in grassroots governance, and community governance is a fundamental link in the modernization of the national governance system. Taking Z community in Yichang City, Hubei Province as a case study, based on the "node governance" theory, a three-dimensional analytical framework of "space - relationship - culture" is constructed to deeply explore the coupling mechanism and practical path of the Party’s leadership in community governance. The research points out that, unlike the decentralized node governance in the West, grassroots community governance in China is characterized by Party leadership and active construction. The grassroots Party organization systematically achieves service supply, social integration, and value guidance by transforming physical spaces such as the Party-Mass Service Center and the Party-Mass Connection Station in the community into micro-scale, multi-functional, and network-connected governance nodes, forming a practical path of "embedding governance in nodes". Embedding governance in nodes reflects an internal driving logic oriented towards practical problems, centered on political advantages, and based on path innovation, achieving systematic coupling among spatial, relational, and cultural elements and promoting the long-term operation of the community governance community. The experience of its practical path lies in adhering to space as the foundation, focusing on relationship empowerment, and deepening cultural cohesion.
