人工智能时代国家治理的特征与进路

摘要: 国家治理是国家这一主体履行其管理和协调等职能活动的统称，必须顺应时代变化，解决好人工智能等新技术带来的新问题，研究相关命题具有理论与实践的双重意义。党的二十届四中全会首次提出“推进网上网下协同治理”，着眼人工智能时代的新挑战，将社会治理、国家安全等命题置于国家治理范畴之下，对各级党委、政府提出了新要求。从内在逻辑看，新一代人工智能通过开源开放、资源调控、数字平权等机制嵌入国家治理之中，跨越空间的治理对象、治理主体、治理方式和治理过程等均发生改变，呈现出网上网下协同治理的新特征。从实践进路看，为了将我国制度优势更好转化为国家治理效能，应以高效能治理与高质量发展良性互动为目标，构建更加适配的制度体系，以“分级分类”确定治理对象，“制度统领”人机集体行动，推进治理方式“数实融合”，“源头治理”贯穿治理全过程，逐步形成人工智能时代国家治理的新图景。

Abstract: National governance is the collective name of the main body of the country to perform its functions of management and coordination, which must adapt to the changes of the times and solve the new problems brought by new technologies such as artificial intelligence, so the study of related propositions has both theoretical and practical significance. The Fourth Plenary Session of the Twentieth Central Committee of the Communist Party of China first put forward the idea of "promoting online and offline collaborative governance", focusing on the new challenges of the era of artificial intelligence, putting social governance, national security and other propositions under the scope of national governance, and putting forward new requirements for Party committees and governments at all levels. From the perspective of internal logic, the new generation of artificial intelligence is embedded in national governance through open source, resource regulation, digital equality and other mechanisms, and the governance objects, governance subjects, governance methods and governance processes across space have changed, showing new features of online and offline collaborative governance. From the perspective of practice, in order to better transform China’s institutional advantages into the effectiveness of national governance, we should aim at the benign interaction between high-efficiency governance and high-quality development, build a more suitable system, determine the object of governance by "grading and classification", "system-led" man-machine collective action, and promote the "integration of number and reality" of governance methods. Gradually form a new picture of national governance in the era of artificial intelligence.
