基于 4R危机管理理论的档案应急服务保障模式研究

摘要: 在风险与挑战并存的时代背景下，档案部门亟须反思自身应急服务的短板，提高危机应对的能力。基于 此，文章首先分析了 4R危机管理理论与档案应急服务保障的契合性，然后构建了涵盖危机全生命周期处置的缩减、预 备、反应、恢复四方面的档案应急服务保障模式，最后从制度安排、资源保障和技术应用三个方面提出了保障档案应急 服务的具体实践路径。

Abstract: Under the background of the coexistence of risks and challenges, the archives department urgently needs to reflect on the shortcomings of its own emergency services and improve the ability of crisis response. Based on this, this paper first analyzes the compatibility between 4R crisis management theory and archives emergency service guarantee, and then constructs an archives emergency service guarantee model covering the reduction, readiness, response and recovery of the whole life cycle of crisis management. Finally, it puts forward the specific practice path of ensuring archives emergency service from three aspects: institutional arrangement, resource guarantee and technical application.
