新时代背景下文旅融合高质量发展的理论内涵

摘要: 党的十九大以来，在国家政策引导和实践发展的双重驱动下，文旅融合高质量发展应运而生，尽管目前已有丰富的文旅融合研究成果，但聚焦其高质量发展的研究尚显不足。为全面认知文旅融合高质量发展，本文首先基于融合的词义、文旅融合点、思维逻辑和内在价值，解析文旅融合的内涵与外延。其次，结合高质量发展的经济内涵和政策要义，回答实现什么样的文旅融合和怎样发展文旅融合的基本问题，进而提出文旅融合高质量发展的概念逻辑：第一概念要义为融合、逻辑核心为发展、基本要求是全面满足人们的优秀文化内容需要和美好旅游体验需求，根本方法有一体化和效用最大化。此结论性观点对区域文旅经济发展水平、产业融合质量以及是否健康可持续发展的识别与诊断具有显著的理论指导意义，也在一定程度上完善了文旅融合的理论研究。

Abstract: Since the 19th National Congress of the Communist Party of China, driven by both national policy guidance and practical development, high-quality development of cultural and tourism integration has emerged. Despite the rich research achievements in cultural and tourism integration, there is still a lack of research focusing on its highquality development. To comprehensively understand the high-quality development of cultural and tourism integration, this article first analyzes the connotation and extension of cultural and tourism integration based on the meaning, integration points, thinking logic, and inherent value of integration. Furthermore, by combining the economic connotation and policy essence of high-quality development, this paper will answer the fundamental questions of what kind of culture & tourism integration to achieve and how to develop culture & tourism integration. It then proposes the conceptual logic of high-quality development of culture & tourism integration: the fi rst conceptual essence is integration, with the core logic being development, and the fundamental requirements are to fully meet people's needs for excellent cultural content and pleasant tourism experiences, with the fundamental method involving integration and utility maximization. This conclusive viewpoint has signifi cant theoretical guiding implications for identifying and diagnosing the level of regional culture & tourism economic development, the quality of industry integration, and the healthy and sustainable development. It also to a certain extent enhances the theoretical research of culture & tourism integration.
