摘要: 在数字政府建设背景下,不动产登记电子档案管理的规范化和法制化成为提升政务服 务效率的关键。问卷调研表明,尽管S市在不动产登记信息化方面取得了显著成效,但在电子档案 管理方面仍存在文件管理双套并存、档案管理制度不统一、电子档案四性检测与长期保存等问题。 针对这些问题,文章提出了管理理念的转变、电子档案管理制度的系统化构建、电子档案管理模式 的协同创新、信息技术的应用保障和绩效评估机制的建立等策略,以提高不动产登记电子档案管 理的效率和质量,为实现单套制管理提供支持。
Abstract: Under the background of the digital government initiative, standardizing and legalizing electronic records management in real estate registration is crucial for enhancing administrative service efficiency. Questionnaire survey shows that while S City has made notable progress in real estate registration informatization, issues remain in electronic records management, such as the coexistence of dual management systems, unstandardized regulatory frameworks, challenges in the four-property tests (tests of authenticity, integrity, availability and security) and long-term preservation of electronic records. Addressing these challenges, the paper suggests a shift in management philosophy, systematic establishment of electronic records management regulations, collaborative innovation in management models, fortified application of information technology, and the creation of performance evaluation mechanisms. These strategies are aimed at elevating the efficiency and quality of electronic records management in real estate registration, facilitating the adoption of a unified management system.
