促进公益性农产品批发市场体系建设: 日本的经验与启示

Promoting the Construction of Public Welfare Wholesale Market System for Agricultural Products: Japan’s Experience and Enlightenment

摘要: 日本公益性农产品批发市场的公益属性主要体现在业务内容的社会价值和相应的组织形式上。 其提供的公共产品或服务不排斥使用市场化的方式或者拒绝企业法人的形式,采取中央财政投资、地方政府 承建和监督、国营企业和商户共治的制度建构,通过行之有效的保障机制、运营机制和监管机制体现公益性 属性并改善流通效率。建议我国借鉴日本经验,加快构建公益性农产品市场的法律体系,建立农业农村部门 为主体的一元化管理机制,打造节点型公益性农产品市场为核心的流通体系,并创新市场使用费形成机制和 加强监督管理。

Abstract: The public welfare attribute of Japan's public welfare agricultural wholesale market is mainly embodied in the social value of its business content and the corresponding organizational form. The public goods or services it provides do not exclude the use of market-oriented methods or refuse the form of enterprise legal person, adopt the system construction of central financial investment, local government construction and supervision, state-owned enterprises and business co-governance, and reflect the public welfare attributes and improve the circulation efficiency through effective safeguard mechanism, operation mechanism and supervision mechanism. It is suggested that China should learn from Japan's experience, speed up the construction of the legal system of public welfare agricultural products market, establish a unified management mechanism with agricultural and rural departments as the main body, build a circulation system with nodal public welfare agricultural products market as the core, innovate the formation mechanism of market use fees and strengthen supervision and management.
