Measurement and Regional Difference Analysis of Agricultural Green Innovation Efficiency in China
摘要: 科学评价农业绿色创新效率水平,测度农业绿色创新发展区域异质性,厘清农业绿色创新发展关键路径,对促进中国式农业现代化具有重要意义。通过三阶段Super-SBM模型测算中国2009—2020年我国30个省份的农业绿色创新效率,并运用Dagum基尼系数、收敛模型对中国农业绿色创新效率的区域差异及时空演变特征进行研究。结果表明,农业绿色创新效率存在显著的省际差异及区域不平衡性;农业绿色创新效率主要受环境因素的负面影响,资源浪费、农业污染物过度排放是造成部分省份农业绿色创新效率低下的主要原因;农业绿色创新效率水平差距趋于扩大且存在显著的条件β收敛。据此,应从因地制宜施策、优化外部环境、促进区域合作、加强基础设施建设和提升科技水平等方面入手,推动农业绿色创新协调发展。
Abstract: Scientific evaluation of the efficiency level of agricultural green innovation, measurement of regional heterogeneity of agricultural green innovation development, and clarification of the key path of agricultural green innovation development are of great significance for promoting agricultural modernization in China. The three-stage Super-SBM model was used to estimate the agricultural green innovation efficiency of each province in China from 2009 to 2020, and the Dagum Gini coefficient and convergence model were used to study the regional differences and spatiotemporal evolution characteristics of agricultural green innovation efficiency in China. The conclusions are as follows: There are significant inter- provincial differences and regional imbalances in agricultural green innovation efficiency, and the gap widens slightly with the passage of time. The efficiency of agricultural green innovation is mainly negatively affected by environmental factors. Waste of resources and excessive discharge of agricultural pollutants are the main reasons for the low efficiency of agricultural green innovation in some provinces. The gap of efficiency level of agricultural green innovation tends to expand and there is significant conditional β convergence.
