基于PPP模式的政府在线信息归档模型构建研究

摘要: 文章对澳、美、英三国的既有政府在线信息归档项目进行分析与借鉴，厘 清其归档工作主要存在由记忆机构独自承担和记忆机构与社会组织进行合作共同承 担两种模式。通过明确记忆机构与社会组织进行合作(PPP模式)的优点，分析其与我 国实际情况的契合度，对政府在线信息归档工作主体、归档范围、归档信息利用等工 作基本环节进行分别介绍。构建基于PPP模式的以国家综合档案馆为工作主体中心， 以社会组织为合作伙伴，以政府在线平台为工作对象的我国政府在线信息归档模型。

Abstract: The paper analyzes and draws on the existing government online information archiving projects in Australia, the United States, and the United Kingdom, and clarifies that the filing work is mainly undertaken by the memory organization alone and the memory organization and social organizations cooperate and share two modes. By clarifying the advantages of the cooperation between memory institutions and social organizations (PPP mode) and combining with the actual situation of our country, the basic links of the work of government online information archiving, such as the main body of the government's online information archiving work, the archiving scope, and the utilization of archived information are introduced. Constructing a government online information archiving model based on the PPP model with the national comprehensive archives as the main work center, social organizations as partners, and government online platforms as the work objects.
