治理主体视角下的档案治理：本质思维、内在逻辑与效能增量

摘要: 档案治理主体多元化是档案治理区别于传统档案管理的重要特征。政 事型、服务型、知识型、参与型主体对应的依法治理、元治理、协同治理等治理方式蕴 含着档案治理的本质思维，主体间的确权、放权、分权与赋权揭示了档案治理的内在 逻辑，完善档案权利制度、培育档案治理伦理、提升档案治理能力是实现档案治理效 能增量的实践路径。

Abstract: Diversification of the subjects is an important feature that archives governance differs from traditional archives management. Government-oriented, service-oriented, knowledge-based and participatory subjects' corresponding governance modes, such as law-based governance, meta#2;governance and collaborative governance, contain the essential thinking of archives governance. The affirm, decentralization, decentralization and empowerment among subjects reveal the internal logic of archives governance. The practical path to realize the incremental goal of archives governance efficiency is to perfect the archives rights system, cultivate the archives governance ethics, and enhance the archives governance abilities.
