论《“十四五”全国档案事业发展规划》中人文关怀理念的呈现及实现

摘要: 《“十四五”全国档案事业发展规划》蕴含着丰富的人文关怀理念，对相 关工作的开展具有重要的保障和指导作用。文章研究了人文关怀理念在《规划》中的 主要表现，即根本利益的保障、法定权利的保障、职业情感的重视和职业发展的保障 等，并系统梳理和分析了其提出的相应任务，可为充分发挥人文关怀理念在制定政策 和规划中的依据作用及推动相应档案工作开展中的动力作用提供启示。

Abstract: The 14th Five-Year Plan for the Development of National Archives contains a rich philosophy of humanistic care, which is an important guarantee and guide for the development of related work. This paper summarizes the main manifestations of the concept of humanistic care in the Plan, namely the protection of fundamental interests, the protection of legal rights, the importance of professional emotions and the protection of professional development, and systematically composes and analyzes the corresponding implementation strategies proposed by it. It can provide insight into the role of the humanistic concept in formulating policies and planning and in promoting the full play of the dynamic role in the development of the corresponding archival work.
