“互联网+政务服务”背景下人事档案网上服务优化研究——基于对省级政务服务网的调研

摘要: 在“互联网+政务服务”背景下,人事档案“一网通办、异地可办”的网上 服务逐步推进。论文从服务方式的完备度、服务事项的覆盖度、办事指南的准确度、 在线办理的成熟度四个维度调研我国 31 个省级政务服务网。结果显示,我国人事档 案网上服务工作正在整体推进中,一网服务能力增强、服务标准规范、服务流程优化, 但依然存在缺乏统一的人事档案网上服务、区域建设水平差异显著、网上一体化深度 不足等问题,建议从人事档案网上顶层设计、区域帮扶与合作、线上线下融合发展三 个方向进行优化,提高人事档案网上服务水平。

Abstract: In the context of the "Internet plus government services", online services for personnel archives are also being gradually promoted. This paper investigated 31 provincial government government service websites in China from four dimensions: the completeness of service mode, the coverage of service matters, the accuracy of service guide and the maturity of online handling. The results show that the online service of personnel archives in China is being promoted as a whole, with enhanced service capacity, service standards and specifications, and service process optimization. However, there are still some problems, such as the lack of unified online service of personnel archives, significant differences in regional construction levels, and insufficient depth of online integration. It is suggested that the optimization should be carried out in three directions, namely, top-level design, regional assistance and cooperation, and integrated development of online and offline personnel archives, so as to improve the online service level of personnel archives.
