我国数字转型相关规划中的“档案参与”分析及启示

摘要: 文章以我国数字转型相关规划为分析对象，运用编码方法，分析档案参与数字转型的表现，发现当前档案 事业与数字政府、数字社会和数字民生的关系最为密切，但与数字基础设施、数字经济、数字生态的关系较为薄弱。档 案部门需要进一步强化在政府管理、社会治理和民生服务中的优势；同时补足短板，推动档案事业与数字经济深度融 合，将档案纳入数据要素资源体系，以数据归档保存为抓手推动产业数字化，以档案事业数智化转型为契机从需求侧驱 动数字技术与数字产业发展。

Abstract: Taking the relevant plans of digital transformation in China as the analysis object, this paper uses coding method to analyze the performance of “archives participation” in digital transformation. It is found that the relationship between records and archives (R&A) and digital government, digital society and digital people ' s livelihood is the closest, but the relationship with digital infrastructure, digital economy and digital ecology is relatively weak. R&A institutions should further strengthen their advantages to better promote government management, social governance and people's livelihood services. At the same time, R&A institutions should complement the shortcomings, promote the deep integration of R&A and digital economy, bring R&A into the data element resources system, promote industrial digitization with data archiving and preservation as the starting point, and drive the development of digital technology and digital industry from the demand side with the digital transformation of R&A.
