面向应急管理的灾害档案信息服务能力建设研究

摘要: 面向应急管理的灾害档案信息服务能力建设是完善我国灾害应急管理体制机制、推动应急治理体系和治理 能力现代化的迫切要求。本文在总结当前研究动态与实践症结的基础上，提出面向应急管理的灾害档案信息服务能力 建构这一命题，分析其内涵定位，并从灾害档案信息的采集能力、开发能力、共享能力、评估能力四个维度阐释其主体内 容。最后，基于不同视角提出灾害档案信息服务能力建设的优化路径。

Abstract: The development of disaster archival information service capacity for emergency management is an urgent requirement for improving disaster emergency management system and mechanism, and promoting the modernization of emergency administration system and administration capacity in China. On the basis of summarizing the current research trends and practical problems, this paper puts forward a proposition of disaster archival information service capability development for emergency management, analyzes its connotation and orientation, and explains its main content in four dimensions: collection capacity, development capacity, sharing capacity and evaluation capacity of disaster archival information. Finally, based on different perspectives, the optimized path of disaster archival information service capacity building is proposed.
