大数据时代档案数据开放共享监管：价值、机制与推进理路

摘要: 大数据时代，加强档案数据开放共享监管是推动档案数据治理体系和治理能力现代化的必然要求，有利于 助推档案事业高质量发展。文章在阐释档案数据开放共享监管价值的基础上，基于前端控制与全程管理理念，围绕档案 数据开放共享的准备、进行与维护阶段，构建事前防控、事中监控与事后管控三者协调运行的监管机制，并从监管环境、 监管主体、监管技术等层面提出档案数据开放共享监管的实现路径，以期助益档案数据开放共享长期可持续发展。

Abstract: In the era of big data, strengthening the supervision and regulation of open sharing of archival data is an inevitable requirement to promote the modernization of archival data governance system and governance capacity, which is conducive to the high#2;quality development of archival undertakings. Based on the concept of front-end control and full-process management, this article explains the value of regulating the open sharing of archival data, builds a regulatory mechanism based on the preparation, implementation and maintenance stages of open sharing of archival data, and proposes the realization path of regulating the open sharing of archival data from the levels of regulatory environment, regulatory body and regulatory technology, with the hope of benefiting the long-term sustainable development of archival data sharing.
