国家文化数字化战略下综合档案馆档案资源开放利用的工作导向与发展路径

摘要: 国家文化数字化战略作为繁荣发展文化事业和文化产业的重要举措，能够有效提升文化产业的核心竞争 力。文章以国家文化数字化战略为视角，探讨综合档案馆档案资源开放利用的工作导向，着眼于战略需求，深入分析存 在的工作难点：短期成本和长远效益的矛盾、利用需求和开放现状的矛盾、信息安全和拓展利用的矛盾，进而从逐步优 化提高投入产出比、统一规范保证开放量和质、融合发展延伸档案价值链三个方面提出发展战略。

Abstract: as an important measure for the prosperity and development of cultural undertakings and industries, the National cultural digitization Strategy can effectively enhance the core competitiveness of the cultural industry. With the perspective of cultural digitization strategy, this paper explores the work orientation of opening and utilization of archive resources in comprehensive archives. Focusing on strategic requirements, the existing work difficulties are analyzed: the contradiction between short-term costs and long-term benefits, the contradiction between utilization needs and opening status, the contradiction between information security and expanded utilization. And then proposes the development strategy from three aspects: gradually optimizing and improving the input-output ratio, unifying and standardizing the quantity and quality of openness, integrating development to extend the archives value chain.
