档案资源质量管控：演进历程、现实挑战与优化路径

摘要: 档案资源质量管控是一项系统工程，是档案事业发展的重要保障。文章通过对档案资源质量管控演进历程 的梳理，将其分为初步形成期、稳步提升期与创新发展期三个阶段。目前档案资源质量管控还面临着管控规制不健全、 资源建设待完善、保障手段待优化等现实挑战。对照“十四五”时期档案资源建设需求，提出加强顶层设计、做好资源建 设和重视技术应用等优化路径。

Abstract: The quality control of archival resources is a systematic project and an important guarantee for the development of the archival undertakings. By sorting out the evolution process of archival resources quality control, it is divided into three stages: initial formation period, steady improvement period and innovative development period. At present, the quality control of archival resources still faces practical challenges such as inadequate control regulations, incomplete resource development and unimproved guarantee methods. Based on the requirements for archival resources development during the 14th Five-Year Plan period, optimization paths have been proposed, including strengthening top-level design, doing a good job in resource development and emphasizing technological application.
