横向联动：论村级档案治理中村级互助协作机制

摘要: 村级档案互助协作机制旨在提升村级档案治理水平，共创乡村档案治理新格 局。文章首先对村级互助协作推行意义进行剖析，并基于德清县档案治理中村级互助协 作机制的相关实践，从事前协商、事中协力、事后反馈三个阶段入手，对村级档案治理中村 级互助协作机制的具体运行机理进行分析。最后，从制度保障、规范引导和知识交流三个 方面提出完善村级互助协作机制的策略，以推动村级互助协作机制实效的充分发挥。

Abstract: Village-level mutual assistance and collaboration mechanism aims to improve the level of archives governance in cooperating villages and create a new pattern of rural archives governance . This article firstly analyzes the significance of village-level mutual assistance and collaboration. Secondly, based on the practice of village-level mutual assistance and collaboration mechanism in archival governance in Deqing County, this article analyzes the specific operation mechanism of village-level mutual assistance and collaboration mechanism in village-level archival governance in three stages: pre#2;negotiation, mid-course collaboration and post-course feedback. Finally, it proposes suggestions for the improvement of village-level mutual assistance and collaboration mechanism in three aspects: institutional guarantee, normative guidance and knowledge exchange, so as to give full play to the effectiveness of village-level mutual assistance and collaboration mechanism.
