档案服务能力的概念界定与内涵解读

摘要: 厘清档案服务能力的概念内涵，可以为档案服务能力建设理论研究与实践发展提供核心概念和基本遵循。 文章首先对现有档案服务能力概念进行多维审视；然后基于“种属关系”概念界定逻辑，从“能力—服务能力—档案服 务能力”三个维度层析档案服务能力概念，提出其本质是档案机构通过掌控和调配内外部资源，依托不同服务活动实现 多重目标的具有转化性的综合本领或力量；最后立足基本概念和政策文本，从主体、客体、内容、手段、目标及条件六大 要素层面剖析档案服务能力的内涵，以期对不同视域下档案服务能力研究进行概念规制。

Abstract: Clarifying the definition of archival service capability can provide core concepts and basic guidelines for the theoretical research and practical development of archival service capability development. Firstly, this paper makes a multidimensional review of the existing concepts of archival service capacity. Then analyzing the archival service capability from three dimensions of “capability-service capability-archival service capability”. It is proposed that the essence of archival service capacity is the comprehensive ability of archive institutions to achieve multiple goals by controlling internal and external resources and different service activities. Finally, based on the basic concepts and policy texts, this paper analyzes the connotation of archival service capacity from the six elements, in order to regulate the research of archival service capacity from different perspectives.
