我国数字政府建设中的档案制度构建——以中央法规政策的分析为基础

摘要: 档案制度是支撑数字政府建设发展的重要基石。文章采用内容分析研究方法，基于 15份关于我国数字政府 建设的中央法规政策，抽取其中的档案制度表达进行分析，从而勾勒出我国数字政府建设中的档案制度构建现状和特点。 当前数字政府档案制度蕴含递进式、立体化、生长式和治理式的构建逻辑，并呈现出多向度、技术化、价值化和共治化的 建设特点。

Abstract: Archival system is the cornerstone for developing digital government. By adopting the research method of content analysis, this paper conducts analyses on the expressions of archival system extracted from 15 central polices regarding to the development of Chinese digital government. It outlines the current status and features of the archival system by identifying its development logic as progressive, stereoscopic, growing and governing, and its development features as multidimensional, technological, value-oriented and co-governing.
