数字文明视域下档案数据治理的驱动逻辑与实现进路

摘要: 数字文明与档案数据治理之间存在互构关系，中国式数字文明构建为我国档案数据 治理的发展提供了基本价值判断和路径指引。文章在全面梳理档案数据治理体系相关要素的基础 上，基于中国式数字文明构建的内涵，从思想理念、行动过程和价值效益三个维度分析档案数据治 理的发展逻辑，并进一步指出理念创新、资源整合和价值反馈是驱动档案数据治理持续建设完善 的关键因素。基于上述分析，文章从塑造思想共识、加强要素融合、拓展价值实现渠道三个方面提 出档案数据治理的实践进路，旨在从数字文明建设的宏观视野促进档案数据治理话语和路径的构 建，为进一步开展相关的实证研究和实践探索提供理论基础。

Abstract: There is a mutually constructive relationship between digital civilization and archival data governance. The construction of digital civilization with Chinese characteristics provides basic value judgments and path guidance for the development of archival data governance in China. Based on a comprehensive review of the relevant elements of the archival data governance system and the connotation of digital civilization construction with Chinese characteristics, this paper analyzes the development logic of archival data governance from three dimensions: ideological concepts, action processes, and value benefits. It further points out that concept innovation, resource integration, and value feedback are key factors driving the continuous improvement of archival data governance. Based on the above analysis, this paper finally proposes practical approaches for archival data governance from three aspects: shaping ideological consensus, strengthening element integration, and expanding roads for value realization. The aim is to promote the discourse and path of archival data governance development from the perspective of digital civilization construction, and to provide theoretical basis for further empirical research and practical exploration.
