中韩(长春)国际合作示范区建设的政策机遇、现实张力与建设路径探析

摘要: 开发区作为收缩型区域保证自身持续健康发展的重要手段，对于东北地区深化改革、谋求全面振兴具有重要意义。中韩(长春)国际合作示范区作为国家级开发区，被赋予了推动吉林省乃至整个东北地区振兴发展的新引擎角色，同时有着东北亚区域经济合作引领区和中韩全方位、宽领域合作先行区的重要定位。本文通过对示范区三年来的政策性文本与实践进行总结，发现示范区具有国际、国内、省级三重政策机遇，同时面临主体实际归属不清、发展重点偏移、规划可行度与吸引能力建设不足等现实张力，并提出了明晰重点、确定目标、内外驱结合建设以增强吸引能力等建设路径，为示范区提供可能的参考，也为其他开发区的发展提供借鉴。

Abstract: As an essential means for ensuring the sustained and healthy development of shrinking regions, development zones hold significant importance for deepening reforms and seeking comprehensive revitalization in Northeast China. The China-South Korea (Changchun) International Cooperation Demonstration Zone, a nationallevel development zone, has been designated as a new engine to drive the revitalization of Jilin Province and the entire Northeast region. Additionally, it serves as a leading area for Northeast Asia regional economic cooperation and a pioneer zone for comprehensive and broad-fi eld cooperation between China and South Korea.By summarizing the policy texts and practices of the demonstration zone over the past three years, this paper identifi es that the demonstration zone has policy opportunities at international, domestic and provincial levels, but it also faces practical challenges including unclear actual ownership, deviation of development priorities, insuffi cient planning feasibility and attraction capacity building. Moreover, this paper proposes construction paths such as clarifying key points, setting objectives, and combining internal and external drives in the construction process to bolster attractiveness, providing a possible reference for the demonstration zone and the development of other development zones.
