Can digital literacy reduce household consumption inequality?
摘要: 本文使用2014-2020年中国家庭追踪调查(CFPS)数据,运用熵值法从数字设备操作素养、数字技术应用素养、数字知识学习素养三个维度对农户数字素养水平进行测度,并运用Tobit模型实证检验数字素养对农户消费不平等的影响,缓解作用为28.3%。其中,数字设备操作素养、数字知识学习素养能够缓解农户消费不平等,但数字技术应用素养加重了农户消费不平等。其原因是进行数字设备和技术培训的费用较高,导致数字设备和技能的获取存在障碍,影响其消费方式和消费能力。进一步构建中介效应模型检验数字素养对农户消费不平等的作用机制,结果表明:数字素养能够通过提高农户的收入水平、缓解流动性约束缩小农户消费不平等。异质性分析发现:个体方面,数字素养对最高收入组农户消费不平等的缓解作用要优于其他组别,对高年龄组的缓解作用要优于低年龄组;地区方面,数字素养对南方地区农户消费不平等的缓解作用更强;鉴于此,要开展农村数字技能培训,加大对北方及东北农村地区数字基础设施建设投入,帮助农村家庭提升数字素养水平,灵活增加就业岗位提高收入水平,提供多样化金融产品缓解流动性约束,教授老年人基本的数字设备的应用程序操作技巧,使农村居民更好地融入数字经济发展。
Abstract: Using the data of China Household Tracking Survey (CFPS) from 2014-2020, this paper uses entropy method to measure the digital literacy level of rural households from three dimensions: digital equipment operation literacy, digital technology application literacy and digital knowledge learning literacy, and uses Tobit model to empirically test the impact of digital literacy on household consumption inequality. The remission effect was 28.3%. Among them, digital equipment operation literacy and digital knowledge learning literacy can alleviate household consumption inequality, but digital technology application literacy aggravates household consumption inequality. The reason for this is the high cost of digital equipment and technical training, which leads to obstacles in the acquisition of digital equipment and skills, affecting their consumption patterns and consumption capacity. The intermediary effect model is further constructed to test the mechanism of digital literacy on farmers’ consumption inequality. The results show that digital literacy can reduce farmers’ consumption inequality by improving farmers’ income level and easing mobility constraints. Heterogeneity analysis showed that: in terms of individuals, the effect of digital literacy on consumption inequality of farmers in the highest income group was better than that in other groups, and the effect on the high age group was better than that in the low age group. Regionally, digital literacy plays a stronger role in alleviating rural household consumption inequality in southern China. In view of this, it is necessary to carry out rural digital skills training, increase investment in digital infrastructure construction in northern and northeastern rural areas, help rural families improve their digital literacy level, flexibly increase jobs and increase income level, provide diversified financial products to alleviate liquidity constraints, and teach the elderly basic digital device application skills. To better integrate rural residents into the development of the digital economy.
