投入-产出视角下智慧政府的突发事件应急决策效率评价

摘要: [背景/意义]自2015年起，国家正大力发展与推进智慧城市、智慧政府等。现如今，我国在智慧城市、智慧政府的建设方面已取得了一定成就。有学者表明：目前我国关于应急情报在智慧城市、智慧政府等相关研究大多局限于理论，很少从宏观视角剖析现实与实践方面的问题，且我国目前在建设智慧城市、智慧政府的应急情报与应急决策体系的过程当中存在着过于注重信息技术的发展而忽略应急管理、应急决策本身的弊端。
[过程/结论]基于此研究背景，本文从投入与产出的视角阐述了智慧政府的突发事件应急决策效率的概念，提出了一种对智慧政府的突发事件应急决策效率进行评价的方法。该方法站在宏观的视角将应急情报、应急决策与智慧政府、智慧城市等研究领域建立连接，引入了来自其他学科的理论解决这一交叉领域的问题，最终，又对我国近5年的31个省级区域的智慧政府的突发事件应急决策效率进行评价，证明了对于智慧政府的突发事件应急决策效率评价的研究在应用于实践时具有创新性、可行性、实用性与科学性。

Abstract: [Background/Value]Since 2015, the country has been vigorously developing and promoting smart cities and smart governments. Nowadays, my country has made certain achievements in the construction of smart cities and smart governments. Some scholars have pointed out that at present, most of the research on emergency intelligence in smart cities and smart governments in my country is limited to theory, and few problems in reality and practice are analyzed from a macro perspective. In addition, in the process of building emergency intelligence and emergency decision-making systems for smart cities and smart governments, my country currently has the disadvantage of over-emphasizing the development of information technology and ignoring emergency management and emergency decision-making itself.
[Process/Conclusion]Based on this research background, this paper expounds the concept of emergency decision-making efficiency of smart government from the perspective of input and output, and proposes a method to evaluate the efficiency of emergency decision-making of smart government. This method connects emergency intelligence, emergency decision-making with research fields such as smart government and smart cities from a macro perspective, introduces theories from other disciplines to solve problems in this cross-disciplinary field, and finally evaluates the emergency decision-making efficiency of smart governments in 31 provincial regions in my country in the past five years, proving that the research on the evaluation of the efficiency of emergency decision-making of smart government is innovative, feasible, practical and scientific when applied to practice.
