日本加强农村社会保障制度体系建设的实践研究

摘要: 促进农民共同富裕是日本二战以来长期坚持的基本国策，而农村社会保障制度建设在消除日本社会两 极分化中发挥了重要的调节作用。 研究表明，日本政府以完善法律体系，明确农村社会保障制度建设为长期目 标，以政府为主导提供有力的资金支持并依法保障各项政策措施顺利落地，建立以行业和农民身份为基础的多层 次的社会保险制度和城乡一体化社会救助制度，实现了将城乡收入差距始终控制在合理范围之内的政策目标。 基于中国经济发展现状，建议确立加强再分配制度建设，逐步缩小城乡社会差距以促进农民共同富裕的改革方 向，并逐步完善法律法规保障相关制度稳定施行，加大财政投入提升政策覆盖率和保障水平，在坚持以农民为主 体的前提下分阶段稳步推进城乡一体化的农村社会保障制度建设。

Abstract: Promoting the common prosperity of farmers has been the basic national policy of Japan for a long time since World War II, and the construction of rural social security system has played an important role in eliminating the polarization of Japanese society. The research shows that the Japanese government takes the improvement of the legal system and the construction of the rural social security system as its long-term goal, takes the government as the leading factor to provide strong financial support and guarantee the smooth landing of various policies and measures in accordance with the law, and establishes a multi-level social insurance system based on industry and peasant identity and the integration of urban and rural areas. The policy goal of controlling the income gap between urban and rural areas within a reasonable range has been achieved. Based on the current situation of China's economic development, it is suggested to establish the reform direction of strengthening the construction of redistribution system, gradually narrowing the social gap between urban and rural areas in order to promote the common prosperity of farmers, and gradually improve laws and regulations to ensure the stable implementation of relevant systems, increase financial input to enhance policy coverage and security level, so as to achieve the goal. On the premise of insisting on farmers as the main body, we should steadily promote the construction of rural social security system of urban-rural integration in stages.
