成熟型资源型城市产业结构优化研究——以安徽省淮南市为例

摘要: 作为国家级成熟型资源型城市，为实现城市经济高质量可持续发展，安徽淮南需要不断进行产业结构的优化升级。本文基于淮南市1990—2018年统计数据，利用灰色关联分析方法构建计量模型对近十年淮南市产业结构调整优化升级进行实证分析测算。研究表明：淮南市产业结构优化升级取得显著成果，其优化值在过去十年间始终稳定在0.33左右，显示出较强的稳定性，尤其是近3年产业结构优化升级更为明显。总体来看，淮南市在产业结构优化升级方面虽取得了很大进展，但仍然存在较大的提升空间。基于以上分析结果，本文对淮南市产业结构优化升级提出了相应的政策建议，以供参考。

Abstract: To achieve high-quality and sustainable economic development in Huainan City, Anhui Province, as a nationally mature resource-based city, continuous optimization and upgrading of its industrial structure are necessary. This study is based on statistical data from Huainan City from 1990 to 2008, utilizing the grey relational analysis method to construct a quantitative model for empirical analysis and calculation of the optimization and upgrading of Huainan City’s industrial structure over the past decade. The research indicates that Huainan City has achieved signifi cant results in the optimization and upgrading of its industrial structure, with the optimization value remaining stable at around 0.33 over the past ten years, demonstrating strong stability. Particularly, in the recent three years, the optimization and upgrading of the industrial structure have become more evident. Overall, although Huainan City has made signifi cant progress in the optimization and upgrading of its industrial structure, there is still considerable room for improvement. Based on these analysis results, this study provides corresponding policy recommendations for the optimization and upgrading of Huainan City’s industrial structure for reference.
