基于SWOT分析法的辽宁产业发展现状及建议研究

摘要: 辽宁是东北地区发展的排头兵，承担着新一轮东北振兴的重任，历经曲折探索、调整改革、工业振兴等发展阶段后，辽宁正奋力追赶向前。新时期，辽宁提出要建设数字辽宁、智造强省目标，加快建设3个万亿级产业基地、12个千亿级产业集群、10个战略性新兴产业集群，以工业振兴引领全面振兴。基于此，全面了解辽宁产业发展的优势与短板、面临的机遇与挑战，具有重要的现实意义。本文通过SWOT分析法，结合多层面数据分析进行横向对标和纵向对比，并从发展历史、产业资源、科技创新、数字基础设施、产业生态、政策战略、国内外形势等多个角度出发，全面剖析辽宁产业发展的优势短板与机遇挑战。结果显示：辽宁具备工业历史悠久、自然资源富集、科创资源丰富、数字设施领先等优势，但产业引领力、数字赋能力、产业要素吸引力、营商环境竞争力均有待提升；面对新科技革命加速、数据要素全面爆发、多重国家战略叠加机遇的同时，也面临着国际形势复杂、国内各地竞争加剧、产业结构有待优化等多重挑战。

Abstract: As a pioneer in the development of the Northeastern regions, Liaoning Province bears the important responsibility of leading the new round of revitalization in Northeast China and actively catching up and moving forward after various development stages such as exploration, adjustment, reform, and industrial revitalization. In the new era, this province put forward the goal of building a Digital Liaoning with strong intelligent manufacturing. It aims to accelerate the construction of three trillion-yuan level industrial bases, twelve hundred-billion-yuan level industrial clusters, and ten strategic emerging industrial clusters, realizing comprehensive revitalization through industrial revitalization. Therefore, it has important practical significance to understand comprehensively the strengths and weaknesses, opportunities, and challenges of industrial development in Liaoning. This article employs the SWOT analysis method, combines horizontal benchmarking and vertical comparisons through multi-dimensional data analysis, and explores the advantages, disadvantages, opportunities, and challenges in Liaoning’s industrial development from various perspectives, including historical development, industrial resources, technological innovation, digital infrastructure, industrial ecology, policy strategies, and the domestic and international situation. The results show that Liaoning has advantages such as a long industrial history, abundant natural resources, rich scientifi c and technological resources, and leading digital infrastructure, but it needs to improve industrial leadership, digital empowerment, the attractiveness of industrial factors, and competitiveness of the business environment. Moreover, Liaoning faces challenges such as the accelerated pace of the new technological revolution, the comprehensive outbreak of data elements, and the overlay of multiple national strategies. It also encounters challenges including a complex international situation, intensifi ed domestic competition of various regions, and the need for optimization of industrial structure.
