中国区域技术创新效率时空特征及影响因素——基于三大主体对比视角

Spatial-temporal changes and influencing factors of regional technological innovation efficiency in China: Three entities comparative perspective

摘要: 推动产学研技术创新优势互补是建设世界科技强国的必由之路,对比分析三大主体技术创新效率的时空特征及影响因素对优化区域创新资源配置和完善区域创新政策具有重要价值。利用GIS空间分析和SFA模型,本文测度并对比分析了2010-2019年中国区域技术创新效率的时空演变特征及技术非效率影响因子。研究发现:①研究期内区域三大创新主体技术创新效率均呈平稳增长态势,但整体仍有45~55%的提升空间,其中企业效率水平最低,尚未确立技术创新的核心地位;②三大主体技术创新效率空间差异显著,仅少数省份三大主体技术创新效率齐头并进;③技术非效率影响因子显著存在,区域创新环境和产学研合作创新对技术创新效率具有重要影响,且对技术创新效率的影响方向和程度因创新主体类型而异。

Abstract: In order to build world S&T power, it is essential to promote industry, university, and research institute complement each other in technological innovation. And it is important to investigate and compare the spatiotemporal changes and influencing factors of technological innovation efficiencies of firms, universities, and research institutes for optimizing the allocation of regional innovation resources and improving regional innovation policy. Taking 31 provincial-level administrative regions in China as decision-making units, this paper measures and compares the spatiotemporal changes of technological innovation efficiencies and the influencing factors of technical inefficiencies of the three entities by GIS spatial analysis and Stochastic Frontier Analysis. The major findings are: (1) The technological innovation efficiencies of firms, universities, and research institutes all show a steady increase over the studied period with a 45-55%improvement space. Firms have not yet established the core position in technological innovation since its efficiency is the lowest. (2) The spatial difference of technological innovation efficiency of firms, universities, and research institutes is significant. Only a few provinces have formed the situation of industry-university-research in tandem. (3) Technological inefficiency factors coexist in terms of regional innovation environment and industry-university-research cooperative innovation. However, the impact direction and degree of the exogenous environmental variables on technological inefficiencies vary with the types of innovation entities.
