建构纪检监察自主知识体系的路径方法

摘要: 纪检监察自主知识体系是源于中国历史与当代纪检监察实践所形成的关于党风廉政建设和反腐败斗争规律的认知集成。建构纪检监察自主知识体系是学科建设的重中之重。其建构之基，是中国化时代化马克思主义权力监督思想，应加强原创性范畴、原创性判断、原创性理论研究；其建构之源，是中华优秀监察传统文化精髓，应从历史、政治、法治、体制的视角、提炼出具有深厚民族基因、文化根基的自主纪检监察法学知识；其建构之要，是中国纪检监察工作的实践经验，应通过实践经验之提炼，揭示其蕴含的理论价值；其建构之本，是纪检监察制度规范及学理，应加强党内法规、纪检监察法律、政策规范等典型性文本的研究；其建构之责,是反腐败国际合作的理论回应，应深化国际法基础理论和机制创新、反腐败国际合作和追逃防逃追赃机制、跨境腐败治理和“廉洁之路”研究。

Abstract: the independent knowledge system of Discipline Inspection and supervision is a cognitive integration of the construction of party conduct and clean government and the law of anti-corruption struggle, which originated from the practice of Discipline Inspection and supervision in Chinese history and contemporary times. Constructing the independent knowledge system of Discipline Inspection and supervision is the most important part of discipline construction. The foundation of its construction is the thought of the power supervision of Marxism in the Chinese times, which should strengthen the original category, original judgment and original theoretical research, and the source of its system is the quintessence of the Chinese excellent supervision traditional culture, we should extract the legal knowledge of independent discipline inspection and supervision with deep national gene and Cultural Foundation from the perspectives of history, politics, rule of law and system, it is the practical experience of Discipline Inspection and supervision in China, and the theoretical value of it should be revealed through the refinement of the practical experience, we should strengthen the research on the typical texts such as inner-party laws and regulations, Discipline Inspection and supervision laws and policy norms, and the responsibility of their construction is the theoretical response of international cooperation against corruption, we should deepen the research on the basic theory and mechanism innovation of international law, international cooperation against corruption, the mechanism of chasing, fleeing, preventing and recovering stolen goods, the governance of cross-border corruption and the“Road to integrity”.
