基于金华经验的营商环境监测点系统升级与创新实践研究

摘要: 在建设共同富裕示范区中，争创社会主义现代化先行，基本落脚点选择在“一号改革工程”上，“一号改革工程”的核心问题就转化为如何激发主体活力的市场化问题、如何优化精准服务的法治化问题、如何提升竞争优势的国际化问题三个方向性问题。金华市政协创设营商环境监测点，精准抓住营商环境的“小哨点”，着力打造六大营商环境，构建起一点(营商环境监测点)、四路(一主三辅信息路径)、四监(四种监督形式)的循环机制和三项评价指标，形成了问题收集、调研、办理、监督、评价、改进的闭环。营商环境监测点迭代升维切实发挥了精准推动党委政府统筹推进治理理念现代化、制度革新标准化、服务平台便捷化等作用，形成了具有优先推广价值的金华经验。然而，营商环境监测点需要不断升级，尤其是提升监测体系覆盖面，增强优化营商环境的整体性设计；强化协同服务一体化，增强优化营商环境的集成性设计；尝试产业链上下延伸，增强区域优势产业链条的完整性。

Abstract: In the construction of a common prosperity demonstration zone, socialist modernization should be pioneered and the "No. 1 Reform Project" should be selected as the basic foothold. The core issues of the "No. 1 Reform Project" have been transformed into three directional issues: how to stimulate the vitality of the market main body, how to optimize accurate services under the rule of law, and how to enhance competitive advantages through internationalization. The CPPCC Jinhua Municipal Committee has set up business environment monitoring points, accurately grasped the "small indicators" of business environment, and focused on creating six major business environments. It has built a circular mechanism of one point (business environment monitoring point), four paths (one main and three auxiliary information paths) and four supervisors (four forms of supervision) and three evaluation indicators, forming a closed loop of problem collection, investigation, handling, supervision, evaluation and improvement. The iterative upgrading of business environment monitoring points has eff ectively promoted the Party committee and government to coordinate the modernization of governance philosophy, institutional innovation and standardization, and convenience of service platforms, forming Jinhua's experience with priority for promotion. However, business environment monitoring points need continuously upgrading, especially to enhance the coverage of the monitoring system, improve the overall design of the business environment optimization; strengthen integrated service coordination to enhance the integrated design of
business environment optimization; and explore extending the industrial chain upstream and downstream to enhance the
completeness of regional advantage industrial chains.
