深化生态文明体制改革 全面推进美丽中国建设

摘要: 在习近平生态文明思想的指导下，立足新时代美丽中国建设的战略需求，需深刻理解、把握深化生态文明体制改革的重大意义、目标路径、重点任务和保障措施。建设美丽中国，深化生态文明体制改革，要坚持人与自然和谐共生，以高质量发展为主线，健全自然资源资产产权制度，完善生态环境治理体系，实施最严格生态环境保护制度，推进绿色低碳发展，构建现代环境治理体系；要加强顶层设计，发挥制度激励约束作用，创新体制机制，强化法治保障，全方位、全地域、全过程推进生态文明建设，加快形成系统完备、科学规范、运行高效的生态文明制度体系，为全面建成社会主义现代化强国提供有力支撑。

Abstract: Under the guidance of Xi Jinping’s Thought on Ecological Civilization, and based on the strategic needs of building a Beautiful China in the new era, it is essential to deeply understand and grasp the significance, goals, paths, key tasks, and safeguard measures of deepening the reform of the ecological civilization system. To build a Beautiful China and deepen the reform of the ecological civilization system, we must adhere to the principle of harmonious coexistence between humans and nature, with high-quality development as the main theme. This includes improving the natural resource property rights system, enhancing the ecological environment governance system, implementing the strictest environmental protection regulations, promoting green and low-carbon development, and constructing a modern environmental governance system. It is necessary to strengthen top-level design, leverage the incentivizing and restrictive roles of institutions, innovate systems and mechanisms, and reinforce legal guarantees. The goal is to advance ecological civilization construction in all dimensions, across all regions, and throughout all processes, accelerating the establishment of a comprehensive, scientifically regulated, and efficiently functioning system of ecological civilization institutions, thereby providing robust support for the full realization of a modern socialist nation.
