新质生产力的跨域传递：路径与机制

摘要:
习近平总书记提出的“新质生产力”概念明确了我国农业的未来发展方向，包含生产要素创新性转化、生产要素优化组合和生产组织创新等多层意涵。不同于自发型的农业生产力发展路径，本文提出通过跨域传递促进农业新质生产力的地区转移，推动生产力优化配置。以上海为例，其作为我国创新高地，农业生产力呈现指数级增长，并朝着绿色集约方向发展。但域内耕地减少和成本上涨，导致近年来总体生产能力和产值下滑，域内发展空间不足，使得农业生产力向域外转移。其中，苏北农场是承接上海农业生产力的重要基地，通过接受上海的多轮生产力转移，实现了从传统农业到现代农业的转型，并迈向区域经济高水平合作阶段。生产力形态则体现为从传统生产力的激活与重建，到农业转型升级、先进生产力培育，再到新质生产力区域扩散的变迁。苏北农场发展新质生产力的历史经验，对我国促进生产力跨区配置、推进农业高质量发展具有借鉴价值，域外农业发展具有广阔前景。

Abstract:
The concept of "new quality productivity" that General Secretary Xi Jinping put forward defines the future development direction of China’s agriculture, including the innovative transformation of production factors, the optimal combination of production factors and the innovation of production organization. Different from the spontaneous agricultural productivity development path, this paper proposes to promote the regional transfer of agricultural new quality productivity through cross-domain transmission, and promote the optimal allocation of productivity. Take Shanghai as an example, as the highland of innovation in our country, agricultural productivity has increased exponentially and developed towards green intensification. However, the decrease of arable land within the region and the rising cost have led to the decline of overall production capacity and output value in recent years, and the lack of development space within the region has made agricultural productivity transfer to the outside of the region. Among them, Subei Farm is an important base to undertake Shanghai’s agricultural productivity. By accepting multiple rounds of productivity transfer from Shanghai, it has realized the transformation from traditional agriculture to modern agriculture, and has stepped into the stage of high-level regional economic cooperation. The form of productivity is reflected in the changes from the activation and reconstruction of traditional productivity, to the transformation and upgrading of agriculture, the cultivation of advanced productivity, and then to the regional diffusion of new quality productivity. The historical experience of developing new quality productive forces in northern Jiangsu farms has reference value for promoting cross-regional allocation of productive forces and promoting high-quality agricultural development in China, and has broad prospects for agricultural development outside the region.
