外语多元化是促进科技文明发展的正确措施

摘要: 我国教育领域的外语教学方向，对我国的学术、科技、外交、意识形态等领域均有着重要的影响。但是，如今我国教育界对英语教育存在过度重视的情况。四年级的小学生就要开始学习英语，在各类升学考试中，英语都是非常重要的一门考试科目。我国学术界，对于在外国期刊上发表英语论文这一风气趋之若鹜。但过度重视英语学习实为不妥，应采取外语多元化的外语教育政策。有不少人将学习英语和学习外国先进科技联系起来，认为英语学得越好，我们的科技就会发展得越好，且呼吁加大对英语学习的力度，这实属没有搞清楚学习英语与发展科技之间的真正关系。认为英语学得好的国家科技就发达，认为英语学得不好的国家科技就滞后，这是对英语作用的夸大，是对科技发展的不了解，是对外语学习正确道路的偏离。教育界对英语教育的过度重视，将不利于我国的科学研究、国内外政策制定。我们亟需对之拨乱反正，展开多元化的外语教育。惟有如此，才有利我国科学技术、社会文明的健康发展。

Abstract: The direction of foreign language teaching in China’s education field has an important impact on China’s academic, scientific, technological, diplomatic and ideological fields. However, nowadays China’s education community has placed too much emphasis on English education. The fourth grade primary school students are about to start learning English. English is a very important subject in all kinds of entrance examinations. The academic circles in China are eager to publish English papers in foreign journals. Yet it is inappropriate to pay too much attention to English learning, and should adopt a foreign language education policy with multiple foreign languages. Many people associate learning English with learning advanced foreign technology. They believe that the better English is learnt, the better our technology will be. They also call for greater efforts to learn English. This is really not clear. The real relationship with the development of technology. Countries that believe that English is well-learned have developed science and technology, while countries that do not have good English have lagged behind. This is an exaggeration of the role of English, an ignorance of the development of science and technology, and a deviation from the right path of foreign language learning. The overemphasis on English education by the education sector will be detrimental to China’s scientific research and domestic and foreign policy formulation. We desperately need to deal with it anyway and start a diversified foreign language education. Only in this way can it benefit the healthy development of China’s science, technology and social civilization.

• 说明： 该论文曾投《语言战略研究》，曾收到录用通知和多次修改意见。虽多次修改后投去。但还是没有刊出。这是最接近正式发表的一次。以后又投过几份刊物，都没有中。但我认为本论文的价值意义是有的，也是完全符合甚至有所引领当前的一带一路的宏伟战略的。一带一路沿线好几十个国家，绝大多数不是英语国家。那就更应该提倡中国的外语教学和考试多元化了。所以，现提交给贵预印本平台发布；并希望你们推荐到期刊去正式发表。因为只有在有统一刊号、统一书号的期刊、报纸、论文集纸质本发表，才会被单位承认为成果，才能纳入考核范围。拜托！谢谢!作者张箭老师
