信息文化视角下我国文件管理信息化实践的问题与进路初探

摘要: 信息文化视角是将文化要素纳入信息化研究的重要视角，在国际各领域 信息化实践中产生了广泛影响。文章基于对信息文化研究视角的阐释和对其在文件 管理领域的应用分析，反思了我国文件管理信息化实践中存在的问题 ：缺乏对信息文 化要素的洞察、对文件管理的价值认知不足、文件管理人员的信息化素养有待提升、 信息治理思维有限和数字信任不足。进而探索性地提出了优化策略 ：运用整体性方 法开展文件管理信息化实践，优化信息文化环境 ；提升信息化素养和能力，塑造数字 信任 ；采取循序渐进的信息化实施策略，促进信息技术的成功实施。

Abstract: The perspective of Information Culture is a significant perspective to integrate cultural elements into the study of informationization, which has had a great impact in various fields in the world. Based on the interpretation of information culture research perspective and analysis on its application in the field of recordkeeping, this paper reflects on the problems existing in the practice of recordkeeping informatization in China: the lack of insight into the elements of information culture, the low value cognition to recordkeeping, the lack of recordkeeping information literacy, the limitation on the information governance thinking and the lack of trust on digital records management. Then the optimization strategy is put forward: using the holistic approach to carry out recordkeeping informatization practice and optimizing information culture environment; improving information literacy and building digital trust; adopting step by step implementation strategy to promote the successful implementation of information technology.
