大模型赋能政民互动的运行逻辑、潜在风险与规制策略——基于行动者网络视角的分析

摘要: 摘 要：[目的/意义]在中国式现代化进程中，大模型赋能下的政民互动，体现了以人民为中心的发展思想，是数智社会中人民群众路线的延续。大模型凭借其上下文学习和思维链推理能力推动政民互动领域变革，特别是大模型“拟主体性”冲击传统的政民互动系统，正在重塑一种新型的政民互动网络结构和关系。[方法/过程]本文基于行动者网络理论，解构大模型与政府、公众联结的行动者网络，分析从网络到生态的机制建构，研究大模型嵌入政务领域的叠加风险及其规制策略。[结果/结论]研究表明，行动者网络构建过程涉及到数据的解析与流动、信息转译，以及大模型与人类偏好对齐。综合生态和信息观点进一步发现：大模型在支持政民互动生态型组织建构方面，形成了动员机制、扩展机制和融合机制。通过大模型赋能政民互动的分析，本研究为大模型应用场景持续拓展、政务服务提质增效、生态型组织建构提供理论阐释和实践参考。

Abstract: Abstract: [Purpose/significance] In the process of China’s modernization, the government-citizen interaction empowered by large models embodies the people-centered development and represents the continuation of the mass line in the intelligent society. With its context learning and chain-of-thought reasoning capabilities, large models are driving changes. In particular, the "quasi-subjectivity" of large models is impacting traditional government-citizen interaction systems and reshaping a new type of interaction network structure. [Method/process] Based on ANT theory, this study deconstructs the actor network that connects large models as the core heterogeneous actors with governments and the public, analyzes the mechanism construction from network to ecosystem, and examines the superimposed risks and regulatory strategies. Research shows that the construction process of the actor network involves data analysis and flow, information translation, and the alignment of large models with human preferences. From a comprehensive ecological and information perspective, it is further discovered that large models have formed mobilization, expansion, and integration mechanisms in providing information to support the construction of an ecological organization. [Result/conclusion] Through the analysis of large models empowering government-citizen interaction, this study provides theoretical explanations and practical references for the continuous expansion of large model application scenarios, the improvement of government service quality, and the construction of ecological organizations.
