国家安全视角下美国智库对华意识形态研究评析及启示

摘要: 意识形态安全是国家安全的重要基石，维护意识形态安全是新时代建设具有强大凝聚力和引领力的社会主义意识形态的重要内容，事关国家长治久安和民族凝聚力和向心力。百年变局下，我国意识形态领域斗争依然复杂，国家安全面临新情况，维护意识形态安全任务依然艰巨。美国智库是影响美国政府决策的重要力量，从国家安全视角探讨美国智库对华意识形态认知及研究动向，有助于准确研判美国对华意识形态输出的主要动向和战略决策走向。“政-智旋转门”机制作用下美国智库涉华意识形态研究已经并将继续影响美国政府对华决策、国际社会对华认知和我国意识形态安全，并呈现出负面认知为主、研究数量激增、研究议题多元化等趋势特征。为此，我国应积极构建中国意识形态话语体系，提升我国的国际话语权；加强智库对外传播能力建设，促进研究成果国际推广；推进意识形态安全风险评估，形成前瞻性的应对策略；强化智库意识形态治理参与，建立政智良性互动机制。牢牢掌握意识形态领域竞争主动权，维护国家意识形态安全。

Abstract: Ideological security is an important cornerstone of national security, and maintaining ideological security is an important content of the socialist ideology with strong cohesion and leading force in the construction of the new era, which is related to the long-term peace and stability of the country and national cohesion and centripetal force. In the century of changes, China’s ideological struggle is still complex, national security is facing new conditions, and the task of maintaining ideological security remains arduous. American think tanks are an important force influencing the decision-making of the US government. Exploring the ideological cognition and research trends of American think tanks on China from the perspective of national security is helpful to accurately study the main trends and strategic decision-making direction of the US ideological export to China. Under the action of the "political-intellectual revolving door" mechanism, the US think tank’s ideological cognition of China has and will continue to influence the US government’s decision-making of China, the international community’s cognition of China and China’s ideological security, and shows the trend of negative cognition, the surge in the number of studies and the diversification of research topics. To this end, China should actively construct the Chinese ideological discourse system, enhance its international voice, strengthen the construction of external communication capacity, promote the international promotion of research results, promote the ideological security risk assessment, form forward-looking coping strategies, strengthen the participation of think tanks in ideological governance, and establish a benign interaction mechanism between politics and wisdom. We should firmly seize the initiative in competition in the ideological field and safeguard national ideological security.
