档案网站绩效生成路径：基于TOE框架的组态分析

摘要: 探究档案网站绩效差异的生成路径有助于提升我国档案网站建设发展 水平。基于TOE框架，运用模糊集定性比较分析，从技术、组织、环境 3个维度对 31 个省级档案网站绩效进行组态分析。结果发现，高绩效档案网站的生成路径可归纳 为 5种模式。相较于技术和环境因素，组织因素中的上级重视在档案网站建设中发挥 更为重要的作用。但当缺乏上级重视时，技术管理能力的作用尤为突出。建议充分 发挥科层体制中上级部门的导向作用、完善通过社会协同提升技术管理能力的配套 举措、探索因地制宜的建设策略等促进档案网站建设。

Abstract: Exploring the performance generation paths of archive websites will help its construction Based on the TOE framework, fsQCA is used to analyze 31 provincial archive websites from 3 dimensions. The generation paths of high-performance archive websites can be summarized into 5 modes. Compared with technical and environmental factors, attention from upper governments in the organizational factor plays a more important role. When there is a lack of upper governments' attention, the role of technical management capabilities is prominent. It is recommended to pay attention to the leading role of upper governments, improve technical management capabilities through social collaboration, and explore strategies tailored to local conditions to better promote archive websites construction.
