国家治理视域下的档案制度建设现状、问题及应对策略

摘要: 档案制度作为国家的重要制度安排，是档案治理现代化的重要前提。这就要求形成系统完备的档案制度， 推动档案制度转化为治理效能，促进档案事业的规范化发展。经历 70余年的探索，我国档案制度建设取得了积极成效， 但也存在一些问题，包括制度制定碎片化，缺乏系统性；制度执行乏力，缺乏有效性；制度保障有待增强。因此，应当推 动档案制度转化为治理效能，增强制度制定的系统性，制定系统完备的档案制度；提升档案制度的执行，形成运行有效 的档案制度；增强档案制度的保障，形成保障有力的档案制度。 关键词：国家治理；档案治理；档案制度

Abstract: As an important institutional arrangement of the country, the archival system is an important prerequisite for the modernization of archival governance. This requires the formation of a systematic and complete archival system, improved institutional efficiency, promotion of the transformation of archival systems into governance efficiency, and acceleration of the standardized development of archival undertakings. After more than 70 years of exploration, China's archival system development has made positive progress. But there are also some problems, including fragmented system development and lack of systematicity; the implementation of the system is weak and lacks effectiveness; institutional guarantees need to be strengthened. Therefore, it is necessary to promote the transformation of archival system into governance efficiency, enhance the systematization of institutional development and develop a systematic and complete archival system, so as to enhance the implementation of the archival system and form an effective archival system for operation, and strengthen the guarantee of the archival system and form a strong archival system.
