公众参与档案众包中的旁观者效应及其应对激励机制

摘要: 在互联网与社会各个领域不断融合和社会公共服务不断发展的背景下，档案众包这种依靠公众智慧和力量 开展档案开发利用的新模式逐渐兴起。但受到旁观者效应的制约，许多公众参与档案众包的积极性并不高。旁观者效 应在档案众包领域体现为档案众包期待大众广泛参与和由此导致的责任分散的参与悖论，这对档案部门、公众自身以及 档案资源都产生了一定的危害。因此，可以从内部激励与外部激励两方面着手，通过迎合用户个性并进行支持性干预， 建立应对档案众包中旁观者效应的激励机制，不断促进档案众包的良性健康发展。

Abstract: Under the background of the continuous integration of the Internet and various social fields and the continuous development of social public services, the new model of archives crowdsourcing, which relies on the wisdom and strength of the public to develop and utilize archives, has gradually emerged. However, restricted by the bystander effect, the enthusiasm of the public to participate in archives crowdsourcing has not been high. The bystander effect in the field of archives crowdsourcing is reflected in the paradox that archives crowdsourcing expects the public to participate widely and the resulting decentralized responsibility. This has caused certain harm to the archives department, the public and the archives resources. Therefore, we can establish an incentive mechanism by catering to users' personalities and carrying out supportive interventions to deal with the bystander effect in archives crowdsourcing from both internal and external incentives, and constantly promote the healthy development of archives crowdsourcing.
