档案治理工具的选择偏好与优化策略研究

摘要: 档案治理工具是为解决档案治理问题而采用的各种方法、策略和技术的集合。随着经济社会发展和档案业 务生态变迁，档案治理的复杂性进一步增加，对有效运用各种档案治理工具提出了更高要求。当前，档案治理工具应用 失衡情况较为显著，即以规制性治理工具为主，其他类型的治理工具应用频次相对较低，制约了档案治理工具的作用发 挥。为此，需要及时调整规制性档案治理工具在档案治理中的应用比重，拓展新型档案治理工具在档案治理中的应用范 围，并立足档案治理实践不断创新档案治理工具的形式，提升档案治理工具与档案治理目标适应水平，增强档案治理工 具与档案治理场景的匹配程度。

Abstract: Archival management tools are a collection of various methods, strategies and techniques used to solve archival management problems. With economic and social development and changes in the ecology of archival business, the complexity of archival management has further increased, placing higher demands on the effective use of various archival management tools. At present, the imbalance in the application of archival management tools is relatively significant, manifested by the predominance of regulatory management tools and the relatively low frequency of application of other types of management tools, which restricts the role of archival management tools. In this regard, it is necessary to adjust the proportion of regulatory archival management tools in archival management, expand the application scope of new archival management tools in archival management, and continuously innovate the form of archival management tools based on archival management practice to improve the level of adaptation of archival management tools to archival management goals and enhance the degree of matching between archival management tools and archival management scenarios.
