治理机制理论视域下基层治理效能现代化的影响因素分析

摘要: 在全面深化改革，推进中国式现代化背景下，如何进一步提升基层治理效能，构建共建共治共享的社会治理格局，已成为学术界和政策制定者关注的重点议题。以“治理机制理论”为理论支撑，以定量评估和质性研究为研究方法，通过对S省16个地级市的考察发现：治理主体多元化、治理规则民主化、基层文明和谐化、公共安全综合化是基层治理治理效能提升需要关注的四个维度。其中，居民的幸福感、获得感、安全感是衡量基层治理效能的重要指标。因此，构建多元主体参与、协同共治的社会治理体系，重视社会文明建设，以及充分发挥居民评价在治理过程中的作用，是推动基层治理现代化建设的重要途径。

Abstract: n the context of comprehensive deepening of reforms and advancing Chinese-style modernization, how to further enhance the efficiency of grassroots governance and build a social governance pattern of joint construction, joint governance, and shared benefits has become a focal issue of concern for the academic community and policy makers. Supported by the "Governance Mechanism Theory" and using quantitative assessment and qualitative research as research methods, an investigation of 16 prefecture-level cities in Province S reveals that the diversification of governance entities, democratization of governance rules, harmonization of grassroots civilization, and comprehensive public safety are the four dimensions that need attention for improving the efficiency of grassroots governance. Among these, the happiness, sense of gain, and sense of security of residents are important indicators for measuring the efficiency of grassroots governance. Therefore, constructing a social governance system with multiple entities participating and collaborative governance, valuing the construction of social civilization, and fully utilizing the role of residents’ evaluations in the governance process are important ways to promote the modernization of grassroots governance.
