档案管理对推动档案文化遗产系统性保护和统一监管研究

摘要: 档案文化遗产作为承载历史与文化的重要资源，其系统性保护与统一监管已成为当前亟需解决的关键问题。本研究通过综合分析国内外档案文化遗产保护的现状与经验，揭示了当前保护工作中存在的挑战与不足，进而提出了系统性保护和统一监管的策略与机制。研究指出，系统性保护需遵循真实性、完整性、可读性和可持续性等原则，通过加强普查鉴定、改善保存环境、推进数字化建设等具体措施，实现对档案文化遗产的全面保护。同时，统一监管机制的建设也至关重要，明确监管主体与职责，采取有效监管措施，建立科学的评估体系，以确保档案文化遗产保护工作有序开展。此外，本研究还强调了政策法规、资金投入、人才培养以及社会参与在推动档案文化遗产保护工作中的作用，为相关部门提供了切实可行的决策参考。

Abstract: As an important resource carrying history and culture, the systematic protection and unified supervision of archival cultural heritage has become a key issue that urgently needs to be addressed. This study comprehensively analyzes the current situation and experience of archival cultural heritage protection at home and abroad, reveals the challenges and shortcomings in current protection work, and proposes strategies and mechanisms for systematic protection and unified supervision. Research has pointed out that systematic protection should follow principles such as authenticity, integrity, readability, and sustainability, and achieve comprehensive protection of archival cultural heritage through specific measures such as strengthening census identification, improving preservation environment, and promoting digital construction. At the same time, the construction of a unified regulatory mechanism is also crucial, clarifying the regulatory subjects and responsibilities, adopting effective regulatory measures, and establishing a scientific evaluation system to ensure the orderly development of archival cultural heritage protection work. In addition, this study emphasizes the role of policies and regulations, funding investment, talent cultivation, and social participation in promoting the protection of archival cultural heritage, providing practical and feasible decision-making references for relevant departments.
