新质生产力赋能高质量发展：逻辑、困境与实践进路

摘要: 习近平总书记提出的“新质生产力”是立足新时代特征提出的新经济概念。新质生产力作为新的生产力范畴，有别于传统生产力发展路径，具有“新”和“质”的特征规定性，新质生产力赋能高质量发展的逻辑可以从理论、历史和现实三重维度探析。作为推动高质量发展的必然要求和重要动能，新质生产力在赋能过程中面临着制度发展环境不健全、产业布局驱动内力不足、相关储备人才基础薄弱的现实困境。基于此，本文提出实践构想：通过推动关键体制改革、培育新兴未来产业、夯实新质人才基础来助力新质生产力赋能高质量发展目标的实现，以供参考。

Abstract: The "New Quality Productive Forces" proposed by General Secretary Xi Jinping is a new economy concept based on the characteristics of the new era. As a new category of productive forces, the New Quality Productive Forces are diff erent from the traditional productive forces development path and have the characteristics of "new" and "quality". The logic of New Quality Productive Forces enabling high-quality development can be analyzed from three dimensions: theory, history and reality. As an inevitable requirement and important driving force to promote high-quality development, the New Quality Productive Forces are faced with realistic dilemmas in the process of enabling, including imperfect institutional development environment, insuffi cient internal force of industrial layout driving force, and weak talent reserve foundation. Based on this, this paper puts forward practical ideas: promoting key institutional reform, cultivating emerging future industries, and consolidating the base of new quality talents to help the realization of New Quality Productive Forces enabling high-quality development, for reference.
