Research on the Framework and Path of Realising the Value of Archival Data Elements Based on Supply-Circulation-Demand
摘要: [目的/意义]以“供给-流通-需求”为基本逻辑遵循,呈现档案数据要素价值实现框架和具体路径,推动档案数据要素价值充分释放。[方法/过程]首先,在全面回顾相关研究的基础上,以档案数据要素价值内涵为理论依据,以推演得出的“供给-流通-需求”为内在逻辑,建立起需求拉动供给、供给完善客体属性、流通满足主体需求的档案数据要素价值实现框架。其次,在框架基础上分别进行供给增强、流通促进与需求开放的档案数据要素价值实现路径探索。[结果/结论]从供给、流通和需求三方面对档案数据要素价值实现问题进行全面认识,既能顺应数据要素化的大趋势,又能紧密结合档案数据本身的价值特性,履行档案数据开放共享的公共职能的同时,探索了间接参与交易流通的可能。
Abstract: [Purpose/significance] Taking "supply-circulation-demand" as the basic logic to follow, we present the framework and specific path for realizing the value of archival data elements and promote the full release of the value of archival data elements. [Method/process] First, based on a comprehensive review of relevant research, the theoretical basis is the connotation of the value of archive data elements, and the internal logic of “supply-circulation-demand” deduced from this forms the basis for the framework for realizing the value of archive data elements, which pulls demand to drive supply, supply to improve the attributes of objects, and circulation to satisfy the needs of the subject. Secondly, on the basis of the framework, the value realization paths of archive data elements are explored in terms of supply enhancement, circulation promotion and demand opening. [Result/conclusion] A comprehensive understanding of the value realization of archival data elements from the three aspects of supply, circulation and demand can not only comply with the general trend of data elementalization, but also closely integrate with the value characteristics of archival data itself, and explore the possibility of indirectly participating in the circulation of transactions while fulfilling the public function of open sharing of archival data.
